§ 38-48. Improvements

  • (a)

    Improvements. The improvements listed in this section shall be installed prior to the approval of the final plat. Provided, however, that in lieu of installation of these improvements, the subdivider may post a bond to cover the cost of improvements, as provided in section 38-49(c)(2).

    (b)

    Permanent markers.

    (1)

    Wherever improvements are constructed under this section, all subdivision boundary corners and the four corners of all street intersections shall be marked with permanent monuments. A permanent marker shall be deemed to be a steel pipe which extends a minimum of two feet below the ground line. Should conditions prohibit the placing of monuments on line, off-set marking will be permitted, provided, however, that exact off-set courses and distances are shown on the subdivision plat.

    (2)

    For all subdivisions larger than five lots or more, a permanent benchmark shall be accessibly placed, the elevation of which shall be based on mean sea level as determined by the U.S. Geological Survey, and accurately noted on the subdivision plat. Such permanent bench mark shall be deemed to be concrete with a minimum of dimension of four inches, extending a minimum of two feet below the ground line.

    (c)

    Street improvements.

    (1)

    Surface. All streets not classified as major streets shall be surfaced with a minimum of 1½-inch asphaltic concrete wearing surface on six-inch soil cement base or better. Those streets designated as major streets shall be constructed with eight-inch Portland cement concrete pavement with complete curbing, guttering and storm drainage. Application shall be for a minimum of 20 feet.

    (2)

    Grading. The full right-of-way shall be graded.

    (3)

    Ditches. If curbs and gutters are not provided, ditches shall be provided having at least:

    a.

    3:1 slopes (or slopes on the street side having at least three feet of horizontal distance for each one foot of vertical drop); and

    b.

    2:1 back slopes on the property side having at least two feet of horizontal distance for each one foot of vertical drop.

    (4)

    Street markers. Street markers bearing the names of the streets shall be provided and installed at each street intersection in the subdivision.

    (d)

    Sewers.

    (1)

    If the subdivision is located where a public sanitary sewer is accessible, the subdivider shall connect with such sanitary sewer and provide adequate sewer lines accessible to each lot. Sewer connections and subdivision sewer systems shall comply with the regulations of the state department of health and hospitals (DHH) and shall be constructed under the supervision of and approval by the parish health unit.

    (2)

    If no sanitary sewer is accessible, sewage disposal facilities shall be approved by and constructed under the supervision of the parish health unit. If sewage disposal is to be by septic tank or other similar individual means, the plat shall carry the notation that such individual means of sewage disposal shall be constructed according to the specifications of, and under the supervision of, the parish health unit.

    (e)

    Water supply.

    (1)

    The subdivider shall connect with the public water supply system in such a manner that an adequate supply of potable water will be available to every lot within the subdivision. The water supply system shall be approved by the parish health unit and shall comply with the requirements of the DHH.

    (2)

    The subdivider shall design the water system so as to provide fire protection to each lot within the proposed subdivision.

    (f)

    Storm drainage.

    (1)

    All surface drainage courses shall have at least 1:1 side slope (or side slopes having at least one foot of horizontal distance for each one foot of vertical drop). The minimum grade along the bottom of a surface drainage course shall be a slope of 0.125 percent (or a vertical fall of one foot in each 800 feet of horizontal length).

    (2)

    Cross pipes under streets shall be reinforced concrete.

    (3)

    The plat or subdivision deed restriction shall carry the notation of provision that the size and grade of culverts for driveways and other pipe in roadside ditches shall be approved by the board or their authorized representative.

    (4)

    The board may require a contour map for the area comprising the subdivision and all additional area necessary to include all water sheds which drain into the property to be developed. In the design of the drainage for the subdivision provision should be made to adequately take care of adjacent watershed areas after they have been developed. All drainage structures should be sufficient for the drainage of the watershed after complete development of the area, and where ditches and canals are used, adequate servitudes shall be provided for future needs.
